Why breathe
The ring fills for four seconds and empties for four. No note can be pinned on the in-breath. When the ring empties, the winning sticky peels off the cork and Jelly takes its heading, one breath at a time.
Quorum is three of six voters: five simulated delegates plus you. The delegates rarely move without you — the board decides, but it waits for a voice.
